why does my iPhone 6 on iOS 10.0.2 keep saying sign into iTunes store with this user name pommes.pont.neuf@apple.com?, this happens on random pop ups even without using the phone

iPhone 6, iOS 10.0.2, Touch ID mulfunctioning

Prompts like that usually relate to an App that is installed that was purchased with a different apple ID. Check your available updates for anything that you don't recognize - or that won't update. Then delete that App.
